Rules  |  Appointment of a Chairperson 

The following rules describes how the Presbytery will goes about appointing a chairperson. 

This paper describes how the Presbytery will appoint a Chairperson.  The regulations state that the Chairperson shall be elected at a meeting of the Presbytery (3.6.2(a)).  They do not prescribe how the nominee comes to the meeting for election.  This policy describes a process similar to a congregational joint nomination process where a subcommittee discerns by interview and then brings a single name to the Congregation for confirmation. 

The process ensures that the nominee has both the; 

  • required attitude, skills and ability to fulfil the role and 
  • confidence of the Presbytery as a whole. 

The two parts of the process ensure these requirements are met.  A nomination committee seeks, assesses and selects a nominee for their suitability via interviews. 

And an election process where the nominee gains the confidence of the whole Presbytery via ballot. 

Nomination Committee 

Purpose of the Nomination Committee 

To provide one name to the Presbytery for confirmation. 

Establishment 

The Standing Committee shall appoint a Nomination Committee. 

Membership 

The Nomination Committee shall be up to five people; 

  • One shall be a member of the Standing Committee 
  • One shall be a member of the Pastoral Relations Committee 
  • Up to three other people 

appointed by the Standing Committee. 

The Standing Committee shall attempt to reflect the diversity of the Presbytery including age, gender and geography in the appointment of the Nomination Committee. 

The Convenor of the Nomination Committee shall be appointed by the Standing Committee from within the members. 

Rules – Nomination Committee 

The Nomination Committee shall 

  • review and update the Chairperson job description for the role. 
  • make a call for expressions of interest and nominations for the role 
  • actively seek out nominees 
  • seek to discern a nomination to bring forward 

Election Process 

The purpose of the election is to confirm that the nominee has the confidence of the Presbytery. 

The election shall be conducted not less than 9 and not more than 18 months prior to being installed as Chairperson. 

A successful nominee will obtain a three quarters majority of Presbytery members via secret ballot.  In the event of the nominee not obtaining the required majority the nomination committee shall recommence the process of seeking further nominations. 

The Chairperson Elect 

The successful nominee shall be known as Chairperson Elect. 

The Chairperson Elect shall be an ex-officio Member of the Standing Committee. 

The Chairperson 

The Chairperson shall hold the position for a three year term. 

Authorisation

The full meeting of the Presbyery in November 2023 meeting requested that a Nominations Committee be established to bring a nomination for Chairperson to the next annual meeting of the Presbytery. It empowered the Standing Committee to finalise the rules for this purpose. These rules were agreed by the Standing Committee at its February 2024 meeting.
